  2024年4月26日,中共中央政治局委员、外交部长王毅在北京同美国国务卿布林肯举行会谈。

  王毅说,当前,中美关系总体止跌企稳,但负面因素仍在上升积聚。中方对于中美关系的态度、立场、要求一以贯之,始终从构建人类命运共同体出发看待和发展中美关系,始终坚持习近平主席提出的相互尊重、和平共处、合作共赢原则,始终主张尊重彼此的核心利益。

  王毅表示,去年11月,习近平主席和拜登总统在旧金山成功会晤,为中美关系稳定、健康、可持续发展擘画了“旧金山愿景”,双方应该不折不扣加以落实。在当前变乱交织的国际局势下,中美关系下步如何走,首先要回答好一个根本问题,那就是中美究竟是要做伙伴还是做对手。这是中美关系走向稳定发展的第一颗纽扣。如果美国总是把中国当做最主要对手,中美关系就只会麻烦不断,问题丛生。

  王毅强调,台湾问题是中美关系第一条不可逾越的红线。中方要求美方不折不扣恪守一个中国原则和中美三个联合公报,不得以任何方式向“台独”分裂势力发出错误信号,切实兑现拜登总统不支持“台独”、不支持“两个中国”“一中一台”、不将台湾作为工具遏制中国等承诺,停止武装台湾,支持中国和平统一。

  王毅指出,中国人民的发展权利不可剥夺。美国针对中国的经贸科技打压措施层出不穷,这不是公平竞争,而是遏制围堵,不是去风险,而是制造风险。美方应该将不寻求遏制中国经济发展,不寻求同中国“脱钩”,无意阻止中国科技进步的表态落到实处,停止炒作“中国产能过剩论”的虚假叙事,撤销对中国企业的非法制裁,停止加征违反世贸组织规则的301关税。

  王毅强调,亚太地区不应该成为大国角斗场。希望美方作出正确抉择,与中方相向而行,在亚太实现良性互动,放弃搞排斥对方的小圈子,不要胁迫地区国家选边站队,停止部署陆基中导,停止损害中国战略安全利益,停止破坏地区来之不易的和平稳定。

  布林肯表示,美中关系是世界上最重要的双边关系,负责任地管理两国关系是美中双方的共同责任。美方继续奉行一个中国政策,不支持“台独”。美方不寻求改变中国体制,无意同中国发生冲突,不寻求同中国脱钩,不寻求遏制中国发展,一个发展、成功的中国对世界是好事。愿同中方一道,在两国元首旧金山达成共识的基础上向前走,加强对话沟通,有效管控分歧,避免误解误判,推动美中关系稳定发展。

  双方还就乌克兰问题、巴以冲突以及朝鲜、缅甸等问题交换了看法。

  双方一致认为会谈是坦诚、实质性、建设性的,同意继续按照两国元首指引,努力稳定并发展中美关系。双方肯定旧金山会晤以来中美各领域对话合作取得的积极进展,同意加快落实两国元首在旧金山达成的重要共识,保持高层交往和各层级接触,继续开展两军交往和各领域磋商,进一步推进中美禁毒、气变、人工智能合作,采取措施扩大两国人文交流,双方愿就国际地区热点问题加强沟通。
